Responsibilities

Description
Noblisis seeking Spectrum /RadarEngineers tosupport the Federal Aviation Administration (FAA) Air Traffic Services and Surveillance Services directorates withinthe ProgramManagement Organization(PMO). Employees willdeliverhighly technicalservices spanningspectrumengineering,radar system engineering, network architectureandengineering,enterprisearchitecture, and satellite system engineeringfunctionswithin the National Airspace System(NAS).
Responsibilities
Provide written technical reports to analyze potential frequency interference issues for FAA review
Review frequency assignment proposals for compliance with applicable policy and regulations
Apply knowledge of spectrum-use policy todetermineproper and efficient use of radio frequency spectrum allocations
Perform separation standards analysisandparticipatein separation standards working groups involving other services within the ATO, AVS organization, and other stakeholder groups.
Develop hardware and software systems to support surveillance, traffic flow, and automation platforms.
Assess 1030 MHz or 1090 MHz Radio Frequency impact on current and future surveillance infrastructure.
Support design and implementation of interfaces between and among NAS facilities, primary radar systems, and secondary surveillance, weather, and automation systems.
Provide support for Reduced Oceanic Separation (ROS), including technical and operational analyses to develop inputs to quantify benefit and costs analyses as well as provide detailed reviews of artifacts provided to or developed by FAA to support a Final Investment Decision (FID).
Support all activities related to planning, managing, executing, andmaintainingsystem engineering processes, programs, and tasks.
Engage in systems engineering tasks involving design, development, testing, installation, implementation, integration, and transition of systems and components.
Develop milestones for technical standards, surveillance-automation interfaces,aircraftseparation standards, system safety and risk management plans, computer-human interface design, and system configuration baselines.
Assistin the development and management of:
Requirements (system/hardware/software/user/test/maintainer/NAS)
Functional and performance system specifications
Concepts of system operation
Enterprise architecture products
Requirements traceability matrices
Functional decomposition matrices/trees
Interface documents, including Interface Requirement Documents (IRDs) and Interface Control Documents (ICDs)
Allocation of requirements among developmental systems, subsystems, modules, and non-developmental/commercial components.
System Test Plans
Required Qualifications
Strongexpertisein spectrum management, radar systems, and systems engineering within the context of the National Airspace System (NAS).
Extensive experience with frequency assignment proposals, separation standards, and interface design.
Proven ability to conduct comprehensive system-wide reviews and analyses.
Requirements development in the federal government space.
Performance modeling,analysisand determination.
Successfully pass an FAA background investigation/verification and receive a successful final suitability determination.
Ability to work both independently and as part of a team; Proactive, solution-oriented, with exceptional time management skills.
Educational and Experience Requirements
Work experience that is not relevant to the labor category definition will not be considered in the "Years of Relevant Experience" calculation.
Level IV:
30years of experience withBachelor of Science Degree in an engineering discipline.
Master's degree may be substituted for 3 years’ experience.
PhD may be substituted for3years’ experience.
Compensation Ranges -D.c.and NJ: $159,600 - $279,450
Level III:
20-29yearsof experience withBachelor of Science Degree in an engineering discipline.
Master's degree may be substituted for 3 years’ experience.
PhD may be substituted for 3 years’ experience.
Compensation Ranges -D.c.and NJ:$132,000 – $231,000
Level II:
10-19 yearsof experience withBachelor of Science Degree in an engineering discipline.
Master's degree may be substituted for 3 years’ experience.
PhD may be substituted for 3 years’ experience.
Compensation Ranges -D.c.and NJ:$109,100 - $190,900
Level I:
5-9yearsof experience withBachelor of Science Degree in an engineering discipline.
Master's degree may be substituted for 3 years’ experience.
PhD may be substituted for 3 years’ experience.
Compensation Ranges -D.c.and NJ: $74,500 - $130,400
*Locations may vary depending on location of the project. Some primary on-site locationsinclude:Washington D.C., Egg Harbor NJ, and Oklahoma City OK.
**Possibility of some roles allowing for remote/hybrid employment.
*All roles require U.S. citizenship or green card permanent resident who hasresidedin the U.S. for 3+ years

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
