Noblis Acquisition Specialist (FAA) - Multilevel (D.C. metro) in Washington, District Of Columbia
Responsibilities

Description
Noblis isseeking Acquisition Specialiststosupport the Federal Aviation Administration (FAA) Air Traffic Services and Surveillance Services directorates withinthe ProgramManagement Organization(PMO).Employees willassistthe development and management of various procurement and contract-related documents for the FAA.
Responsibilities
Assistin the development of Acquisition Plans and other procurement justifications and approval documentation.
Evaluate the preparation and implementation of an Acquisition Strategy with an on-going risk/opportunity management process using comprehensive knowledge of the AMS policies and processes.
Lead the program through the FAA’s JRC and the AMS processes, lifecycle, and milestones.
Develop Source Selection Plans, including the formulation of evaluation criteria.
Create and manage ContractLine Itemstructures.
Draft Statements of Work and task statements.
Prepare and process contract modifications.
Handle contract correspondence and ensuretimelycommunication with all stakeholders.
Collaborate with project teams to ensure procurement activities align with project goals and regulatory requirements.
Provide guidance and support in all aspects of the acquisition process.
Proactively track and alert Government stakeholders to potential contractual, financial, performance, or programmatic issues.
Offer technical leadership, advice, and guidance on acquisition policy, processes,practicesand procedures to other staff members.
Required Qualifications
Knowledge of processes, methods, and techniquesincluding:
FAA’s JRC and the AMS processes, lifecycle, and milestones.
Development of AcquisitionStrategies andPlanscompliant with applicable laws and regulations.
Program performance analysis, strategic program planning and contract procurement planning and execution
Work experience that is not relevant to the labor category definition will not be considered in the "Years of Relevant Experience" calculation.
Level V:
20+ years’experience with Bachelor’sdegree in any field.
5 years of relevant experience may be substituted for the Bachelor’s degree.
Master'sdegree or MBA in related field may be substituted forbachelor’sdegree and 3 years’ experience.
PhD in related field may be substituted forbachelor’sdegree and 7 years’ experience.
Compensation Ranges - D.C. and NJ: $99,000 - 173,000
Level IV
15-19 yearsofexperience withbachelor’sdegree in any field.5 years of relevant experience may be substituted for the Bachelor’s degree.
Master's degree or MBA in related field may be substituted for Bachelor’s degree and 3 years’ experience.
PhD in related field may be substituted for bachelor’s degree and 7 years’ experience.
Compensation Ranges - D.c. and NJ:$99,000 - 173,000
Level III
10-14 yearsof experience with Bachelor’sdegree in any field.5 years of relevant experience may be substituted for the Bachelor’s degree.
Master's degree or MBA in related field may be substituted for Bachelor’s degree and 3 years’ experience.
PhD in related field may be substituted for bachelor’s degree and 7 years’ experience.
Compensation Ranges - D.c. and NJ: $74,500- 130,400
Level II:
6-9 yearsof experience withbachelor’sdegree in anyfield..
5 years of relevant experience may be substituted for the bachelor’s degree.
Master's degree or MBA in related field may be substituted for bachelor’s degree and 3 years’ experience.
PhD in related field may be substituted for bachelor’s degree and 7 years’ experience.
Compensation Ranges - D.c. and NJ:$61,600 - 107000,800
Level I
0-5 yearsof experience withbachelor’sdegree in any field.
5 years of relevant experience may be substituted for the bachelor’s degree.
Master's degree or MBA in related field may be substituted for bachelor’s degree and 3 years’ experience.
PhD in related field may be substituted for bachelor’s degree and 7 years’ experience.
Compensation Ranges - D.c. and NJ:$50,000-$89,000
*Locations may vary depending on location of the project. Some primary on-site locationsinclude:Washington D.C., Egg Harbor NJ, and Oklahoma City OK.
**Possibility of some roles allowing for remote/hybrid employment.
*All roles require U.S. citizenship or green card permanent resident who hasresidedin the U.S. for 3+ years

Desired Qualifications
Successfully pass an FAA background investigation/verification and receive a successful final suitability determination.
Ability to work both independently and as part of a team; Proactive, solution-oriented, with exceptional time management skills.
FAA experience highly desired.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
