Noblis Technical Project Management Analyst in Reston, Virginia

Responsibilities

Noblis and Noblis ESI are expanding our teams of smart, collaborative, proactive experts and professionals. We are seeking personnel to join our team of talented professionals who possess the experience, vision, commitment, and integrity to successfully support the strategic goals of the Department of Homeland Security (DHS) Science and Technology Directorate (S&T) Office of Mission and Capability Support (MCS).

DHS S&T was established by Congress to provide innovative scientific and technical solutions to the nation's homeland security challenges. Within S&T, MCS is responsible for executing the DHS research and development (R&D) programs, projects, and activities. DHS S&T partners with the DHS Cybersecurity and Infrastructure Security Agency (CISA) to develop valuable resources for critical infrastructure owners and operators.

This role will provide project management support for DHS S&T projects promoting the security of the nation’s critical infrastructure, specifically cybersecurity and open-source software. We are looking for a mission-driven, service-minded teammate who proactively provides recommendations and leverages teammates to complete a task. Prior experience navigating complex and dynamic government organizations is preferred.

Role functions may include:

  • Analyzing and supporting the management of the scope, schedule, budget, technical, and other aspects of the project.

  • Providing strategic recommendations.

  • Proactively engaging with industry and government agencies and supporting continued engagement with stakeholders.

  • Supporting technology transition, risk management, and stakeholder engagement.

  • Performing tasks including, but not limited to, scheduling, writing internal memos, maintaining and updating Program Management records, maintaining and tracking action items, responding to data calls, drafting, reviewing, and delivering program and project briefings, developing procurement requests, and coordinating daily operations of the assigned program.

Required Qualifications

  • Either:

  • Advanced degree or such equivalent credits/certifications and 5 or more years of relevant experience.

  • Bachelor’s degree and 10 or more years of relevant experience.

  • Applicants selected must be eligible to receive DHS Suitability and a Secret Clearance.

Desired Qualifications

  • Experience engaging efforts across a complex stakeholder environment.

  • Experience developing professional rapport and relationships throughout an organization.

  • Experience in project management.

  • Experience engaging with and/or supporting government projects.

  • Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments.

  • Experience in or familiarity with cybersecurity, software development, and/or Agile/IT project management.

  • Proven results-oriented problem-solving abilities.

  • Demonstrated experience distilling complex topics, as well as developing and delivering briefings on IT-related topics.

  • Strong skills in using Microsoft products, especially Word, Excel, PowerPoint, SharePoint, and Teams. Skill with Smartsheet is also desirable.

  • Candidates with a Secret or Top Secret/SCI clearance and DHS Suitability.

  • Interest in learning about and researching new technical areas; the right candidate will ask questions and seek to understand both technical and programmatic issues.

  • Demonstrated proficiency providing program management and/or analytical support to programs and projects serving DHS component mission areas and/or research and development contracts.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.

Posted Salary Range

USD $103,800.00 - USD $162,225.00 /Yr.
