Noblis Environmental Sustainability and Climate Resilience Specialist in Reston, Virginia

Responsibilities

To conduct its mission, the Department of Defense (DoD) makes use of 27 million acres of natural lands and waters around the globe. These lands provide the contiguous, unencumbered spaces needed to train for assigned missions under realistic conditions. Faced with numerous change agents, including adjacent development, sea level rise, climate shifts, and invasive species, the best available science is needed to maintain these resources.

The mission of the DoD Strategic Environmental Research and Development Program (SERDP) and the Environmental Security Technology Certification Program (ESTCP) is to demonstrate innovative, cost-effective, and sustainable solutions to meet DoD's environmental and installation energy challenges.

SERDP and ESTCP’s Climate Resilience program area supports the development of the science, technologies, and methods needed to manage DoD’s installation infrastructure with the goal of maximizing the number of training days and mission readiness. Areas of investment include managing and enhancing the resilience of DoD built and natural infrastructure.

Noblis is positioned to provide staff focused on natural resource management, sustainability, environmental sciences, climate resilience, or water resources to execute the mission of these DoD programs. We are actively seeking to identify personnel with knowledge and experience in these areas to join our team of talented professionals to successfully support the strategic goals of SERDP and ESTCP.

The successful applicant will work within and lead the climate resilience team supporting SERDP and ESTCP to:

  • Assist in the development of research and demonstration solicitation topics. Tasks include but not limited to performing online literature research, analysis of past projects, and conducting stakeholder interviews.

  • Participate in strategic planning with the Climate Resilience Program Manager to develop future focuses and initiatives within the program.

  • Support the proposal selection process by providing both technical and administrative support and tasks include reviewing the proposals, managing online reviews from the Technical Committee, and facilitating the selection meetings. Provide logistical and administrative support during the online and in-person meetings.

  • Participate in the technical document reviews such as demonstration plans, reviews of final reports, and other technical project deliverables.

  • Attending a wide range of in-person and virtual meetings, workshops, and scientific conferences. Represent the client, staff conference booth, attend technical sessions, and gather relevant information to inform Program’s research and topic development and provide Program updates and overviews as needed.

  • Lead the management of a portfolio of about 25 active climate resilience projects, which includes, but is not limited to, the topics of installation and natural infrastructure resiliency.

  • Collaborate directly with Principal Investigators to increase consistency in performance and financial reporting. Monitor financial and technical progress of research and demonstration projects. Tasks include but not limited to developing and tracking action items, responding to questions from project teams, identifying and managing lagging projects.

  • Plan, prepare for, and participate in a wide range of meetings, workshops, and the annual Symposium organized by the Program. This includes, but is not limited to, developing technical agendas, presentations, and other associated materials.

  • Develop technology transfer and outreach materials such as writing blogs, social media content, and presentations.

  • Develop and execute other Program-related initiatives as needed.

  • Foster a collaborative and positive team environment.

  • Become a trusted advisor to the Climate Resilience Program Manager and serve as the liaison between project teams and the SERDP and ESTCP Office.

Required Qualifications

  • BS in Environmental Science, Climate Science, Sustainability, or similar.

  • 3-5 years of professional experience working in a field related to natural resource management, sustainability, environmental sciences, climate resilience, or water resources.

  • Experience in a client-facing position.

  • Experience in project management.

  • US citizenship

Desired Qualifications

  • Advanced degree in Environmental Science, Climate Science, Sustainability, or similar.

  • PMP Certification

  • Experience with Department of Defense or military organizations.

  • Experience with managing research and development or demonstration and validation portfolios.

  • Experience in technology research and development, testing and validation, and/or technology transition.

  • Experience with data visualization tools.

  • Preference for candidates located in the Washington, DC Metropolitan area.

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.

USD $74,500.00 - USD $130,400.00 /Yr.
