Noblis Business Analyst (FAA) - Multilevel (New Jersey) in Atlantic City, New Jersey

Responsibilities

Noblis isseekingBusinessAnalyststosupport the Federal Aviation Administration (FAA) Air Traffic Services and Surveillance Services directorates withinthe ProgramManagement Organization(PMO).Employees willengage withfederal employeeand contractor stakeholderstoanalyzebusinessobjectives,recommendanddevelop solutionalternatives, andfacilitateprocess improvement initiatives.Activitieswilldriveorganizational performanceimprovementsand outcomesrelated totransitioning fromcurrent Air Traffic Control (ATC) capabilities to NextGen capabilities.

Responsibilities

  • Analyzebusinessobjectivesand develop solutions to addressbusinessissues, ensuring alignment with organizational goals.

  • Develop logical data models and define both "To Be" and "As Is"businessprocesses, providing comprehensive documentation.

  • Identify, analyze, and documentbusinessrequirements, delivering work products throughout the project lifecycle.

  • Use process improvement and reengineering methodologies to conduct process modernization projects and develop modernbusinessmethods.

  • Develop artifacts such as briefings,papers, and graphics to communicatefindings and recommendations related toorganizational and process improvements.

  • Facilitate the transition of organizations or project teams to achieve goals through improved use of internet and automated processes.

  • Lead the design and delivery of Process Improvement initiatives,facilitating"Future State" process design and modeling.

  • Evaluate, design, execute, measure, andmonitorchanges and improvements to keybusinessprocesses, ensuring outcomes align with strategic goals.

  • Provide group facilitation, interviewing, training, and knowledge transfer to supportstrategicandorganizational change initiatives, as well as programmatic goals andobjectives.

  • Act as a key coordinator between customers and multiple project teams to ensure enterprise-wide integration of reengineering efforts and application of best practices.

  • Develop andassistin the implementation of change management strategies and plans that maximize stakeholder adoption and usage while minimizing resistance.

  • Prepare for andparticipatein meetings, including weekly tactical and strategic meetings, internal program reviews, and sector reviews.

  • Successfully pass an FAA background investigation/verification and receive a successful final suitability determination.

  • Experience inbusinessanalysis, process improvement, and change management.

  • Strong background in developing logical data models anddocumenting/analyzingbusinessprocesses.

  • Experience with process improvement, reengineering methodologies, andmeasuringefficiency/effectiveness.

  • Excellent problem-solving skills and attention to detail.

  • Strong communicationand collaboration abilities.

  • Ability to work both independently and as part of a team; Proactive, solution-oriented, with exceptional time management skills.

Educational and Experience Requirements

Work experience that is not relevant to the labor category definition will not be considered in the "Years of Relevant Experience" calculation.

Level V:

20+ years’ experience withbachelor'sdegree in Computer Science, Information Systems, Mathematics, Statistics, Operations Research orBusinessAdministration.

5 years of relevant experience may be substituted for thebachelor’s degree.

Master'sdegree or MBA in related field may be substituted forbachelor'sdegree and 3 years’ experience.

PhD in related field may be substituted forbachelor'sdegree and 7 years’ experience.

Compensation Ranges - D.C. and NJ: $99,100 - $173,400

Level IV:

15-19years’ experience withbachelor'sdegree in Computer Science, Information Systems, Mathematics, Statistics, Operations Research orBusinessAdministration.

5 years of relevant experience may be substituted for the bachelor’s degree.

Master's degree or MBA in related field may be substituted for bachelor's degree and 3 years’ experience.

PhD in related field may be substituted for bachelor's degree and 7 years’ experience.

Compensation Ranges - D.C. and NJ:$81,900 - $143,300

Level III:

10-14years’ experience withbachelor'sdegree in Computer Science, Information Systems, Mathematics, Statistics, Operations Research orBusinessAdministration.

5 years of relevant experience may be substituted for the bachelor’s degree.

Master's degree or MBA in related field may be substituted for bachelor's degree and 3 years’ experience.

PhD in related field may be substituted for bachelor's degree and 7 years’ experience.

Compensation Ranges - D.C. and NJ:$61,600 - $107,800

*Locations may vary depending on location of the project.  Some primary on-site locationsinclude:Washington D.C., Egg Harbor NJ, and Oklahoma City OK.

**Possibility of some roles allowing for remote/hybrid employment.

*All roles require U.S. citizenship or green card permanent resident who hasresidedin the U.S. for 3+ years

Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.

USD $56,000.00 - USD $173,400.00 /Yr.
